Texas is really wrestling with two competing ideas at once here: accountability and restraint.
On one side, supporters of the penalties see the issue as straightforward. Legislators were elected to participate in the legislative process, and breaking quorum by leaving the state can look, to many voters, like abandoning the job entirely.
